I. Call to Order
The Char will call the meeting to order and confirm quorum.
II. Reading of Antitrust Statement
The Antitrust Statement will be read into the record.
III. Approval of Minutes – April 15, 2026
The Board will review and consider approval of the April 15, 2026, meeting minutes. Action may be taken to approve, amend, or defer the meeting minutes.
IV. Financial Reports from the Hawaii Joint Underwriting Plan (“HJUP”)
Discussion of the financial statements as of September 30, 2025, included in the Board Packet:
· Balance Sheet – Consolidated
· Statement of Income and Expenses – Consolidated and by Class
· Statement of Other‑Than‑Underwriting Expenses – Consolidated
· Quarterly Exhibit of Reserves – Consolidated and by Class
· Quarterly Results of Operations – Consolidated and by Class
· Cash Flow Projection – As of December 31, 2025
· 1Q 2026 Experience Reports for Commercial, Private Passenger and Certified Public Assistance Insureds
The Board may discuss financial performance, assess variances, evaluate reserve positions and address any other relevant matters.
V. Additional Items for Discussion
A. Servicing Provider Update
Update on servicing provider operations, current performance metrics, and any issues that may require Board attention or direction.
B. Proposal: Amendments to the HJUP Manual
HJUP will present proposed amendments to several rules intended to improve clarity, remove redundancies, and align procedures with current practices.
Rule 23 – Premium Development
· Paragraph B.6.d amended to include a rounding step.
· Private Passenger Liability Coverage Rating Worksheet reformatted and amended to include rounding steps.
Rule 56 – Age Group
Rule deleted in its entirety because:
· The age group table already appears in the Commercial Auto Rate Chapter and now includes for the 5th preceding model year or more.
· Relevant notes are already included in applicable premium development rules, making this rule redundant.
· “Original cost new” language is no longer needed for premium development.
Rule 140 – Motor Homes
· Paragraphs D.1.a and D.2.a amended to specify the non‑fleet base rate.
The Board may recommend approval to the Commissioner, amend, or defer action on the proposed rule changes.
C. Compliance Audit Proposal:
Proposal to conduct two separate 2027 Compliance Audits:
· HJUP Hawaii Certified Public Assistance Insureds’ policies.
· Hawaii Commercial Automobile Insurance Procedures policies.
Audit Scope
· Underwriting/Premium Reporting – Testing a sample of new business, endorsements, renewals, and cancellations for compliance with HJUP rules and standard automobile risk underwriting principles.
· Claims/Paid Loss Reporting/Assigned Claims Scope – Testing a sample of open and closed claim files for support of reported paid losses, case reserve, salvage and subrogation recoveries, claims investigation, accurate reporting of allocated claim expenses and processes to mitigate paid losses.
The Board may approval to the Commissioner, amend, or defer the audit proposal.
