Upon dialing the number, you will be prompted to enter the Meeting ID which is also listed at the top of the agenda.  After entering the Meeting ID, you will be asked to either enter your panelist number or wait to be admitted into the meeting.  You will not have a panelist number.  So, please wait until you are admitted into the meeting.

A.            S.C.R. 4 REQUESTING THE AUDITOR TO CONDUCT A SUNRISE REVIEW OF THE REGULATION AND LICENSURE OF ASSOCIATE PHYSICIANS

 

B.            H.B. 664, H.D. 1, RELATING TO HEALTH

 

Authorizes physician assistants to sign orders for respiratory therapy and plans of care. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses.

 

C.           S.B. 599, S.D. 1, RELATING TO HEALTH

 

Allows certain physician assistants to sign orders for respiratory therapy and plans of care. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses.

 

D.           S.B. 674, S.D. 1, RELATING TO THE INTERSTATE MEDICAL LICENSURE COMPACT

 

Adopts the Interstate Medical Licensure Compact to create a comprehensive process that complements the existing licensing and regulatory authority of state medical boards and provides a streamlined process that allows physicians to become licensed in multiple states. Requires the Department of Commerce and Consumer Affairs to adopt rules to implement and administer the Compact. Appropriates funds for the implementation of the Compact.

 

E.            H.B. 884, H.D. 1, RELATING TO TRAVELING TEAM PHYSICIANS

 

Exempts from state licensure requirements out-of-state traveling team physicians who accompany a sports team to Hawaiʻi, under certain conditions.

 

F.            S.B. 1, S.D. 1, RELATING TO HEALTH CARE

 

PART I – Allows licensed physician assistants to perform abortions.  Repeals the requirement that abortions, including aspiration abortions performed by advance practice registered nurses, be performed at certain locations.  Clarifies that a patient has the right to choose to obtain an abortion, or to terminate a pregnancy if the termination is necessary to protect the life or health of the patient, and the State shall not deny or interfere with the    se rights.  Defines “abortion” and “nonviable fetus”.  Part II – Prohibits a covered entity from disclosing communication or information relating to reproductive health care services.  Prohibits the issuance of a subpoena in connection with an out-of-state proceeding relating to reproductive health care services legally performed in the State.  Prohibits agencies from providing information or expending resources in the furtherance of interstate investigations or proceedings relating to reproductive health care services.  Prohibits the State from penalizing, prosecuting, or otherwise taking adverse action based on pregnancy outcomes or aiding or assisting a pregnant individual with accessing reproductive health care services.  Requires the Governor to deny any demand for surrender of a person charged with a crime involving reproductive health care services unless the conduct constitutes a crime in the State.  Enumerates laws contrary to public policy and prohibits their application as rules of decision in the courts.  Prohibits the issuance of a summons for persons to testify in another state with regard to lawful reproductive health care services.  Part III – Clarifies under various licensing statutes that the provision or assistance in receipt or provision of medical, surgical, pharmaceutical, counseling, or referral services related to the human reproductive system cannot form a basis for disciplinary action.  Part IV – Prohibits the enforcement of a judgment or order arising from a foreign penal civil action or other penal law with respect to reproductive health care services.  Part V – Amends the definition of “medical care and services” that a minor may consent to receive without any other person’s consent to include surgery and any treatment to induce abortion.

 

G.           S.B. 319, S.D. 1, RELATING TO THE RECOGNITION OF EMERGENCY MEDICAL SERVICES PERSONNEL LICENSURE INTERSTATE COMPACT

 

Establishes a working group to study the feasibility and effects of the State adopting the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact. Requires a report to the Legislature.

 

H.           S.B. 390, S.D. 1, RELATING TO EMERGENCY MEDICAL SERVICES

 

Repeals the sunset date of section 2 of Act 119, Session Laws of Hawaiʻi 2021, making permanent the requirement that the Hawaiʻi Medical Board issue licenses in four levels of emergency response practice in counties with a population of five hundred thousand or greater and the creation of an additional licensure category for emergency medical technicians 1 who are certified at a higher practice level than emergency medical technicians but do not provide ambulance services.

 

I.              S.B. 438, RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING

 

Reduces the period for which an application shall be considered abandoned from two years to one year. Specifies the conditions under which applications for licenses and examinations will be deemed abandoned. Provides that the one-year period after which an application is considered abandoned cannot be extended. Provides that a licensing authority shall not be required to act on any abandoned application and that the licensing authority may destroy abandoned applications. Clarifies that an application submitted after an abandoned application shall be treated as a new application and that the applicant shall comply with any new licensing requirements in effect at the time of the new application.

 

J.             S.B. 1167, S.D. 1,  PROPOSING AN AMENDMENT TO THE HAWAII STATE CONSTITUTION TO PROTECT INDIVIDUAL REPRODUCTIVE RIGHTS

 

Proposes a constitutional amendment to protect an individual’s reproductive freedom in their most intimate decisions, including the right to abortion and contraceptives.

 

5.            Federation of State Medical Boards, Inc. (FSMB):

 

a.            Draft Report: Strategies for Prescribing Opioids for the Management of Pain

 

The Board will consider the FSMB’s Draft Report on Strategies for Prescribing Opioids for the Management of Pain.
