i. HB 195,HD1/SB 781
HB 195, HD1 Relating to Renewable Energy
Requires government entities in the State that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real time by 1/1/2024. Requires government entities in the State that issue building permits to adopt self-certification for solar distributed energy resource systems of 250 kilowatts or less that are not SolarAPP+ compatible. Makes the professional engineers, architects, surveyors, and landscape architects licensure law inapplicable to work with respect to residential distributed energy resource systems and increases the estimated cost of work on certain structures below which that licensure law is inapplicable. Effective 6/30/3000. (HD1)
SB 781, SD1 Relating to Renewable Energy

ii. HB 217, HD1 Relating to Home Renovations
Updates the cost valuations of work on buildings for the work to qualify for an exemption from the requirement that plans and specifications for construction projects be prepared by a licensed engineer or architect. Effective 7/1/3000. (HD1)
iii. HB320/SB499
HB 320 Relating to Professional Engineers, Architects, Surveyors and Landscape Architects
Clarifies that the conviction of a crime by a person holding a license to practice professional engineering, architecture, land surveying, or landscape architecture in the State, that is substantially related to the qualifications, functions, and duties of the licensee constitutes a ground for disciplinary action by the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects. Allows the Board to suspend or revoke a convicted licensee’s license or decline to reissue a license to a convicted licensee subject to certain conditions.
SB 499 Relating to Professional Engineers, Architects, Surveyors and Landscape Architects
Clarifies that the conviction of a crime by a person holding a license to practice professional engineering, architecture, land surveying, or landscape architecture in the State, that is substantially related to the qualifications, functions, and duties of the licensee constitutes a ground for disciplinary action by the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects. HB 102 Relating to Professional Engineers
Provides that a person having professional-level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer is eligible for licensure as a professional engineer.

Provides that a person having professional-level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer is eligible for licensure as a professional engineer.
v. SB 1448 Relating to the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects
Increases the number of members composing the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects from fourteen to sixteen members, and requires one member to have at least five years of experience as an employee of a government agency.
vi. HB 1241, HD1/SB 1468, SD1
HB 1241, HD1 Relating to Right of Entry for Professional Surveyors
Authorizes professional land surveyors and assistants under the direct supervision of land surveyors to enter private property to perform land surveying, subject to certain provisions regarding notice, identification, and liability. Shields land surveyors and their assistants from prosecution under criminal trespass laws when performing their duties. (HD1)
SB 1468, SD1 Relating to Right of Entry for Professional Surveyors

SB 1523, SD1 Relating to the State Board of Professional Engineers, Architects, Surveyors and Landscape Architects
Requires the State Board of Professional Engineers, Architects, Surveyors and Landscape Architects to, upon its denial of an application for licensure, provide the applicant with a written notice of denial accompanied by a written explanation describing the reasons for the board’s denial.
