Resident Adjuster – Individual (Initial License) Independent Adjuster – Public Adjuster – Work Comp Adjuster – Crop Adjuster
For initial or if you held a Hawaii Resident Adjuster license that was inactive for more than one year.
Before submitting your application:
- Successfully pass the Hawaii Insurance License Exam(s). Pass Hawaii Adjuster exam for independent or public adjuster license. Pass Hawaii workers compensation adjuster exam for work comp adjuster license. Exam is not required to apply for crop adjuster license. Contact our exam administrator, Pearson Vue to register for an exam. Call toll free at 1-800-274-2608. View our Candidate Handbook at Pearson Vue’s website. Beginning May 18, 2021, all Hawaii Insurance exams will be available for administration through Pearson’s online proctoring process in addition to the standard test center process.

- For public adjuster: Submit copy of the filed surety bond in the amount of $10,000 through NIPR’s Attachments Warehouse (within 7 days along with the online application).
- For crop adjuster: Submit a copy of a valid, unexpired, Crop Adjuster Proficiency Program (“CAPP”) card through NIPR’s Attachments Warehouse (within 7 days along with the online application).
IMPORTANT: The Surety Bond and the CAPP card are required to be attached to the NIPR’s attachment Warehouse within 7 days of submitting the application. Your application may be considered “rejected” if Licensing Branch does not receive the document(s) within 7 days from the date the application is submitted. No refund if application is rejected.

Resident Independent Bill Reviewer – Individual (Initial License)
For initial or if you held a Hawaii Resident Independent Bill Reviewer license that was inactive for more than one year.
Before submitting your application via NIPR:
- You must hold credentials as a Certified Professional Coder granted by the American Academy of Professional Coders or American Health Information Management
Association. You must submit your credentials via NIPR’s Attachments Warehouse (within 7 days from the date the online application is submitted). - To obtain fingerprints, schedule an appointment online at https://www.fieldprinthawaii.com. Fees collected by FieldPrint include state and federal submission fees. - Submit the name of a licensed Hawaii Insurance Producer who is a natural person that will be responsible for the agency’s compliance with Hawaii insurance laws and rules.

- The entity shall designate an individual who is responsible for the actions of the entity and its employees. The designated individual shall be a licensed resident life settlement broker;

A motor vehicle rental company that is licensed by the commissioner to solicit and sell insurance coverages only in connection with and which are incidental to the rental company’s business of renting motor vehicles.

An owner of a self-service storage facility shall hold a limited lines licenses to sell, solicit, or offer coverage under a policy of stored property insurance.
“Owner” means any business entity that owns or is authorized to manage a self-service storage facility, or to receive rent from an occupant under a rental agreement, and no real estate license is required.
“Self-service storage facility” has the same meaning as in section 507-61.
“Stored property insurance” means insurance under a group, individual, corporate, commercial, or master policy to provide insurance coverage to occupants of a self-service storage facility for the loss of, or damage to, tangible personal property that is contained in a storage space located at a self-service storage facility or is in transit during the term of a self-service storage facility rental agreement.

Resident Managing General Agent – Business Entity (Initial License)
For initial or if you held a Hawaii Resident Managing General Agent license that was inactive for more than one year.
Before submitting your application, you must be licensed as a Hawaii Resident Insurance Producer.
To apply electronically:
- Go to https://nipr.com (use NIPR’s “Apply for a New License” online application).
- Submit the name of a licensed Hawaii Insurance Producer (resident or nonresident) who is a natural person that will be responsible for the agency’s compliance with Hawaii insurance laws and rules.

“Portable electronics” means electronic devices that are portable in nature, and the accessories and services related to the use of the device.
“Portable electronics insurance” means insurance providing coverage for the repair or replacement of portable electronics, which may provide coverage for portable electronics against any one or more of the following: loss, theft, inoperability due to mechanical failure, malfunction, damage, or other similar causes. The term does not include:
(1) A service contract, as defined by section 481X-2;
(2) A policy of insurance covering a seller’s or manufacturer’s obligations under a warranty; or
(3) A homeowner’s, renter’s, private passenger automobile, commercial multi-peril, or similar insurance policy.

“Pharmacy Benefit Manager” means any person that performs pharmacy benefit management, including but not limited to a person or entity in a contractual or employment relationship with a pharmacy benefit manager to perform pharmacy benefit management for a covered entity.
“Pharmacy benefit management” means:
(1) Any of the following services provided with regards to the administration of pharmacy benefits:
- (A) Mail service pharmacy;
- (B) Claims processing, retail network management, and payment of claims to pharmacies for prescription drugs dispensed to covered persons;
- (C) Clinical formulary development and management services;
- (D) Rebate contracting and administration;
- (E) Certain patient compliance, therapeutic intervention, and generic substitution programs; or
- (F) Disease management programs involving prescription drug utilization;
- (2) The procurement of prescription drugs by a pharmacy benefit manager at a negotiated rate for dispensation to covered persons in the State; or
- (3) The administration or management of prescription drug benefits provided by a covered entity for the benefit of covered persons.

“Service contract” means a contract or agreement for a separately stated consideration and a specific duration, to perform or indemnify the repair, replacement, or maintenance of property for operational or structural failure due either to a defect in materials or artisanship, or to normal wear and tear, with or without additional provision for incidental payment or indemnity under limited circumstances, including but not limited to towing, rental, and emergency road service. Service contracts may provide for the repair, replacement, or maintenance of property damaged by power surges, or accidentally damaged during handling.
“Provider” means a person who is contractually obligated to the service contract holder under the terms of the service contract.
“Person” means an individual, partnership, limited liability company, corporation, incorporated or unincorporated association, joint stock company, reciprocal, syndicate, or any similar entity or combination of entities acting in concert.
[§481X-10] Prohibited acts. (a) No provider shall use in its name, the word “insurance”, “casualty”, “surety”, “mutual”, or any other word descriptive of the insurance, casualty, or surety business, or a name deceptively similar to the name or description of any insurance or surety corporation, or to the name of any other provider; provided that the word “guaranty” or similar word may be used by a provider. This section shall not apply to a provider using any language prohibited by this section in its name prior to July 1, 2000; (b) A provider or its representative shall not in its service contracts or literature make, permit, or cause to be made, any false or misleading statement, or deliberately omit any material statement that would be considered misleading if omitted; (c) No person shall condition a loan or the sale of any property on the purchase of a service contract.

A TPA means a person who collects charges or premiums from, or who adjusts or settles claims on, residents of this State in connection with self-insurance, stop loss, or life insurance coverage, accident and health or sickness insurance coverage; or article 1 of chapter 432.
“Commissioner” means the insurance commissioner.
“Insurance Producer” or “producer” shall have the same meaning as in Haw. Rev. Stat. section 431:9A-102.
“Insurer” shall have the same meaning as in Haw. Rev. Stat. section 431:1-202.
“Person” shall have the same meaning as in Rev. Rev. Stat. section 431:1-212.

INITIAL LICENSE

Before submitting your online application:
An individual resident applicant must first obtain fingerprints, schedule an appointment online at https://www.fieldprinthawaii.com. Effective September 1, 2018, all applicants must enter the code “HI-DCCA-INS” that identifies the Insurance Division as the intended recipient of your fingerprint result, when scheduling an online appointment with Fieldprint.
To apply electronically:

- Submit TPA CHECKLIST through NIPR’s Attachments Warehouse. TPA CHECKLIST (including Surety bond form) can be obtained at https://cca.hawaii.gov/ins/producers/forms/. Check appropriate boxes on the form and complete the checklist to assure completion of application filing. “Warrantor” means a person named under the terms of a vehicle protection product warranty as the contractual obligor to the consumer.

(1) In its name, the word “casualty”, “surety”, “insurance”, or “mutual” or any other word descriptive of the casualty, insurance, or surety business; or
